I've read you can start Google Chrome in kiosk mode in Windows by using the argument --kiosk. It is probably even better to use the open command in case the application is not located in the Application folder. You can create an alias to open websites or files via command line.

This is quite a hack, as you will need to create a new shell script and change the path of the CFBundleExecutable to run your shell script which then runs the real command with any command line options you specify.
